My community, like so many others, struggled with the number of calls for youth disturbances and crime. The reactive approach to solving this problem was not working. Kids saw us as the "hunters." With that mindset, the good kids shied away from us, and the marginal kids turned it into a game of "cat and mouse" to see how much they could get away with before getting caught. So I thought, what if we flipped things around? What if we catch and reward kids for doing good things instead of focusing on only the negative things? Ward Clapham's ability to think outside the box attracted my attention and my admiration. As a UK crime reduction specialist I am always looking for ways of preventing crime that involve initiatives other than 'locks, bolts and bars'. Ward's success with 'Positive Tickets' is worthy of a world-wide audience. I appreciated how he moulded his career experiences into a cost-effective, positive initiative which encourages dialogue, discussion and rewards for young people instead of threats, sanctions and eventually the criminal justice system.
I recommend this well though-out book to anyone seeking to encourage positive behaviour patterns in young people, and especially managers and active participents in criminal reduction programmes.
Ward Clapham has done it again in his book, Breaking with the Law. While the catchy title would lead one to think this is about Law enforcement agencies, that is not the case. Leading and Coaching by catching people doing something right is a powerful tool. Ward takes us through how he and his team have benefited in dealing with the public using this basic of leadership. The use of 'Positive tickets' is powerful and through the examples in this book we are reminded just how easy yet how effective those acts can be.

This book describes far more than a program, action or good idea; it speaks to the power of reframing and re-envisioning purpose and practice and ultimately shifting culture within an organization and a community. And if this can be done within a traditionally hierarchical and power based system like the police, then the rest of us should take heed! Using the idea of rewarding what you want to see more of as a 'basic operating system', Ward Clapham helps us be more aware of how we really are with young people and what messages we give them (or don't give them) about their strengths, value and worthiness. So much of what we do in schools, recreation programs, community policing, child welfare services, etc are driven by policies and rules based in an outdated deficit mindset. If we shift this operating system - and our relationships with young people - just think of all the positive possibilities we could unleash in our communities, at a time in which we most need it. This is a great book by a visionary member of the law enforcement community. Ward Clapham has made a real difference in his communities engaging youth and encouraging them to be positive members of society. In this book he chronicles his experiences with positive ticketing and demonstrates how crime and anti social behviour can be reduced through positive messaging. This is such a breath of fresh air in a world that too often thinks that harsh punishment is the answer to verything. It's not. Let Ward show you why and how in his wonderful book.
Positive Tickets has proven to be one of the most proactive tools and common sense approaches to help police demonstrate to young people that they have been recognized for behavior that is valued and appreciated. In 2002, I went to Richmond BC from Ontario to learn about Asset Development from Ward Clapham and Keith Pattinson. I quickly realized that positive youth development was a worthwhile and important philosophy that the Canadian policing community would be well advised to engage and embrace. In my work as a consultant with the Author, Ward Clapham at the RCMP in Richmond for over 5 years, I saw the Positive Tickets Program be launched for the first time. Some people thought it was a joke. But in very short time one of the biggest problems that police have was in good part solved Police tend not to talk with kids. And without communication with kids, they miss out on the positive impact they can have on their lives. Perhaps more significantly, when trust and connection is developed between police and kids in the community, police have a stream of intelligence about criminal activity in the schools and community that they otherwise could otherwise never get. When implemented properly, the Positive Tickets Program can have immediate and measurable results in crime reduction, and have long term positive impact on kids' lives -- its not the tickets that make the difference, it is the relationships and partnerships that are developed between kids and cops to build responsibility into youth, provide validation for youth, and encourage them to live law abiding lives.
